HLND 1005 - Citizen Emergency Preparedness

(formerly HLND 1000) HLND-1005 introduces students to the elements of disaster preparedness for hazards that may impact a community. Students are trained in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations, and will be certified to the healthcare provider level in accordance with the CPR standards of the American Heart Association. The course will introduce students to topics which will begin to prepare them to assist others in their home, neighborhood, or workplace following a disastrous event when professional responders may not be immediately available to help.

OUTCOMES AND OBJECTIVES
Outcome 1: Upon completion of this course, students will be able to demonstrate a basic knowledge of the impact that natural and man made disasters can have on a community.

Objectives:

  1. Identify the history of disaster preparedness in the United States.
  2. Describe the community impact of recent disasters.
  3. Identify critical infrastructure within the surrounding community.
  4. Describe the impact of interruption of critical infrastructure.

Outcome 2: Upon completion of this course, students will be able to demonstrate the proper selection and use of a portable fire extinguisher for incipient stage fires.

Objectives:

  1. Identify the 3 stages of fire.
  2. Identify the various extinguishing agents and their mechanism.
  3. Describe the major components of a portable extinguisher.
  4. Demonstrate the PASS method of employing a portable fire extinguisher.

Outcome 3: Upon completion of this course, students will, given a case scenario, demonstrate the ability to prioritize the injuries of multiple victims and provide initial treatment.

Objectives:

  1. Describe the process of START triage.
  2. Demonstrate the proper administration of CPR in accordance with AHA standards.
  3. Describe the three methods for bleeding control.
  4. Demonstrate proper splinting techniques.

Outcome 4: Upon completion of this course, students will, given a case scenario, demonstrate the ability to facilitate light search and rescue operations.

Objectives:

  1. Identify and differentiate between light, moderate, and heavy structural damage.
  2. Establish a systematic approach to searching.
  3. Demonstrate proper and safe rescue techniques for both single and multiple rescuers.
  4. Identify proper techniques for isolating and shutting off utilities.

Outcome 5: Upon completion of this course, students will be able to demonstrate a basic knowledge of the impact that natural and man made disasters can have on the rescuers and the victims.

Objectives:

  1. Describe cultural differences in coping with grief.
  2. Identify the elements of team well being.
